About

Advancing Transportation Safety

No matter your journey or travel method, Colorado is committed to providing you a safe and efficient transportation network so you arrive at your destination safely. The Advancing Transportation Safety (ATS) effort establishes a collaborative and shared vision and mission for transportation safety in Colorado.

Vision

The future of Colorado is zero deaths and serious injuries so all people using any transportation mode arrive at their destination safely.

Mission

To build a unified approach to transportation safety through the integrated implementation of education, engineering, enforcement, emergency response, equity and evaluation to reduce fatalities and serious injuries for all users on Colorado roadways. Implementation will be driven by data, best practices and research.

Program Goals

Establish a culture of safety in Colorado.

Cultivate and strengthen partnerships.

Increase coordination and information sharing across sectors and geographies.

Implement effective and data-proven safety countermeasures.

Program Overview

Colorado has been prioritizing safety on its roadways for the last decade. In 2015, the state launched the Moving Towards Zero Deaths campaign to elevate the importance of traffic safety and set ambitious targets for the state. The world has changed a lot over the last decade, but Colorado’s dedication to reducing death and serious injuries on its roadways has not faltered. The ATS is the natural evolution of the Moving Towards Zero Deaths campaign. The 2020 Strategic Transportation Safety Plan established ATS through Strategy B: Build A Safety Coalition. Since then, ATS has grown into what it is today: the implementation mechanism for strategic safety.

The ATS has two main entities: The Steering Committee and Emphasis Area Working Groups. The Steering Committee provides direction for the program, while the Emphasis Area Working Groups manage the day to day implementation of the SHSP strategies.

Steering Committee

The Steering Committee is comprised of directors and managers from state agencies and partner organizations. The Steering Committee is responsible for evaluating program outcomes on an annual basis, providing high-level, strategic direction and cultivating a safety culture. The Committee will meet bi-annually or as needed.

Emphasis Area Work Groups

The Emphasis Areas Working Groups are responsible for leading implementation of the strategies identified in the SHSP. Working groups are open to individuals working within the safety space. Members of the Working Groups are asked to champion a strategy, meaning they are leading, promoting, and taking responsibility for advancing a safety strategy.

The Working Groups meet quarterly to review progress, coordinate with support from the planning and implementation team. key actions, coordinating efforts and supporting implementation.

Planning & Implementation Team

The ATS initiative is managed by the Colorado Department of Transportation. The Safety Performance and Engineering Unit in the Headquarters Traffic Safety and Engineering Services Branch oversees all administrative planning and implementation efforts for the ATS.
